CONACEE alerta de los riesgos que la aprobación de la Ley de Economía Social podría suponer para el empleo de las personas con discapacidad.
- La principal organización del empleo protegido denuncia que la ley excluye a los Centros Especiales de Empleo de iniciativa empresarial, que representan más del 68% del total del sector y emplean a más de 69.000 personas con discapacidad.

La Confederación Nacional de Centros Especiales de Empleo (CONACEE) manifiesta su profunda preocupación ante la aprobación en el Congreso de la Ley Integral de Impulso de la Economía Social por parte de la Comisión de Trabajo, Economía Social, Inclusión, Seguridad Social y Migraciones al dejar la redacción actual fuera del reconocimiento como entidades de la Economía Social a los Centros Especiales de Empleo (CEE) de iniciativa empresarial, piezas esenciales del modelo de inclusión sociolaboral de las personas con discapacidad en España.
Actualmente, los CEE dan empleo en todo el país a más de 145.000 personas, de las cuales más de 122.000 son personas con discapacidad, lo que supone cerca del 84% de sus plantillas, muy por encima del 70% exigido por la normativa vigente. En el caso de los centros asociados a CONACEE, este porcentaje se eleva hasta el 90,33%, lo que evidencia el carácter marcadamente social del sector.
Dentro del conjunto de los CEE, los centros de iniciativa empresarial representan más del 68% del total y dan empleo a más de 82.000 personas, de las cuales más de 69.000 tienen discapacidad. Son precisamente estos centros los que quedarían excluidos con la actual redacción de la ley, a pesar de su papel determinante en la generación de empleo estable, adaptado y sostenible para uno de los colectivos con mayores dificultades de acceso al mercado laboral.
Una exclusión que pone en riesgo un modelo probado de inclusión
El presidente de CONACEE, Albert Campabadal Blanco, ha señalado que “resulta paradójico que una ley que pretende impulsar la Economía Social deje fuera precisamente a una parte esencial del principal motor de empleo para las personas con discapacidad”. A su juicio, “la inclusión no depende de fórmulas jurídicas, sino de resultados reales y contrastados durante más de cuatro décadas”.
Campabadal ha subrayado que esta exclusión supone “debilitar un modelo que ha demostrado sobradamente su eficacia social, su sostenibilidad económica y su capacidad para generar oportunidades reales de integración laboral”, y ha advertido de que “hablamos de personas con
grandes dificultades para integrarse en el ámbito laboral en nuestra sociedad, de proyectos de vida y de cohesión social, no solo de estructuras empresariales”.
Impacto directo en el empleo y en el gasto público
CONACEE alerta de que, si la norma no se corrige en su tramitación en el Senado, podría provocar la pérdida de miles de puestos de trabajo, especialmente en los centros de menor tamaño, lo que además conllevaría un aumento del gasto público en prestaciones y políticas pasivas de empleo.
La organización advierte además de que la ley profundiza en una brecha jurídica que se viene consolidando en los últimos años, generando diferencias de trato que distorsionan la competencia, debilitan la estabilidad del sector y ponen en riesgo a decenas de miles de trabajadores con discapacidad que dependen de estos centros para su integración laboral.
Llamamiento al Senado
Ante este escenario, CONACEE hace un llamamiento a los grupos parlamentarios para que el Senado actúe como una cámara de segunda lectura útil y permita introducir las mejoras necesarias para preservar la unidad del modelo de empleo protegido y garantizar la igualdad de condiciones de todos los Centros Especiales de Empleo.
“Aún hay margen para rectificar y para construir un consenso que refuerce, y no debilite, uno de los principales instrumentos de inclusión sociolaboral de nuestro país”, ha señalado Campabadal, quien ha reiterado la disposición de la Confederación al diálogo institucional “desde la responsabilidad, la discreción y el compromiso con las personas con discapacidad”.
